My former partner and I founded Revenue Enhancement Group (REG) in 1993 when we merged our two businesses together creating a single company for assistance on both utility audits and property tax evaluation appeals. One day, a client approached us and requested that we look into direct or special assessments for their properties. What we discovered over the next two years amazed us. We found that no government assessment agency in California is responsible for protecting taxpayers’ rights and California state statutes. This means that no government assessment agency in California has an interest in making sure taxpayers are not paying more than their fair share. We estimated, at that time, that about 40% of parcels are overcharged, 40% undercharged and 20% are charged correctly.

Since 1995, REG has spent over $1.6 million in legal and political consultant fees to rightfully obtain assessment refunds on behalf of all Californians. Every assessment refund program in California is a direct result of REG’s out-of-the-box thinking, legal knowledge and proactive advocacy for taxpayers’ rights. Many of the refund programs in place took us two to four years to finally come to fruition. We maintain an up-to-date legal library on all California state statutes and property tax laws. Our legal library allows us to continually be aware of any changes that may affect our clients’ properties. Our competition prefers to sit and wait for us to fight all the battles. We love a battle!

What I am most proud of is our continued passion and advocacy for all assessment taxpayers, not just our clients. We have been responsible for millions of dollars in refunds or reduced charges for taxpayers who have never been a client. I attend board meetings and review board agendas and minutes and I am more of a taxpayer advocate than any politician who sits on the various agency boards and claims to represent you, the taxpayer. The most astounding words I continue hearing, from politicians and assessment agency management, regarding potential new refund programs are “We can’t be giving up that amount of money.”
